The Scatter Wash Energy Storage Project in Maricopa County, Arizona, is one of the region’s largest stand-alone battery installations. Strata led development, construction, and asset management for the 1,020 MWh project, securing long-term offtake and major financing partners while delivering on an aggressive schedule.
The Challenge: Structuring a Large-Scale Stand-Alone BESS

Scatter Wash consists of two adjacent phases with a combined capacity of 255 MW AC / 1,020 MWh AC, including roughly 170 MW / 680 MWh in Phase 1 and 85 MW / 340 MWh in Phase 2. The project includes two dedicated substations and shared electrical infrastructure to optimize cost and reliability. Strata, through Scatter Wash Energy Storage, LLC, sponsored the project and structured a 20-year tolling PPA with Arizona Public Service Company, executed in May 2023, to provide long term revenue certainty.

Financing at Scale with Tier-One Partners

To support construction and long-term operation, Strata arranged approximately $559 million in construction and debt financing. Leading lenders participated in the capital stack, reflecting confidence in both the project structure and Strata’s execution track record. Copenhagen Infrastructure Partners (CIP) acquired the project, retaining Strata as construction and asset manager through completion, aligning owner, sponsor, and operator around the same performance goals.

The Result: Executing on Schedule with Proven Technology

Construction began in Q1 2024, with Strata overseeing site work, substation delivery, and system integration. Tesla supplied Megapack battery systems, while Tesla and Novasource took on equipment and balance of plant O&M roles. Strata coordinated the full delivery chain to bring both phases online, achieving COD in Q1 2025. The result is a large scale, stand-alone BESS asset that supports grid reliability and peak management in one of the fastest growing load centers in the country.
